PUBLIC NOTICE

The City of Tybee Island has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through the Georgia Emergency Management Agency (GEMA) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: DR-4284 State of Georgia Wind Retrofit Application #1

Location of Proposed Work:

            Name of Structure: Tybee Island City Hall

            Address of Structure: 403 Butler Avenue Tybee Island, Georgia 31328

            Special Flood Hazard Area Zone: This project is for the retrofit of  the Tybee Island City Hall located in Flood Zone AE. Confirmation of location in an SFHA was made by reference to the latest Flood Insurance Rate Map, Panel 13051C0214F. The proposed work conforms to all applicable State of Georgia and local floodplain regulations. The proposed work has no affect on the local floodplain and is not affected by location in an SFHA and therefore requires no mitigation

Proposed Work and Purpose:

The City of Tybee Island is requesting funds to purchase and install emergency hurricane shutters at the City Hall building. The purpose of this project is to protect the building from any impacts of windborne debris during severe weather events as this facility is located on the coast within the 130 mph. wind zone.

Project Alternatives:  

Alternative #1 (no action alternative): If no action is taken to protect the openings of these public facilities, it will increase the danger of impact from windborne debris during a severe weather event.  

Alternative #2: Installing impact resistant windows and doors would significantly increase the level of protection to the facilities; however the cost would be substantially higher than automatic roll-down shutters. These systems provide “in-situ” protection and require no human action or involvement after installation; the protection system is in place at all times and does not need to be installed prior to storm events. Further, these systems do not need to be closed, lowered, or installed like storm panels or shutter systems.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to City of Tybee Island. All comments are due within 30 days of this notice. The City of Tybee Island will forward comments to applicable regulatory agencies as needed.
